Alright, lets get started.

The temperature outside dropped 13 F.

Suppose the starting temperature = x

The final temperature is given a s= -2 F

Final temp =  starting temp - drop in temp

[tex]-2 = x - 13[/tex]

Adding 13 in both sides

[tex]-2 + 13 = x - 13 + 13[/tex]

[tex]x = 11[/tex]

It means the starting temperature was 11 F.   :   Answer

Hope it will help :)
