During the world wars, northerners refused to allow the blacks to join the army and represent the corresponding nations or blocks in the battle field.
This is due to the inferior view of the blacks by the whites coming from their slavery and colonial history.
Instead of recruiting them to the army, they used some of them in preparation of the tools of war and performing different easier and manual tasks at the army barracks.
