To create an equation, you have to find the slope of the line

So, plug the numbers into the equation

The slope of this equation is 6/7
Point slope form of a line is:
[tex]y -  y_{1} = m(x -  x_{1} )[/tex]
(-3,-1) => [tex] (x_{2} , y_{2} )[/tex] and m = 6/7
y + 1 = 6/7 (x + 3)
