The protesters continued to gather on the marble steps of City Hall; they were a peaceful crowd that wanted to see changes made.

The group of protesters who surrounded City Hall was not a fly buzzing in one's ear; instead, they were a swarm of bees that demanded attention.

They are comparing the two sentences one is as peacefull crowd that wanted change while as to the second sentence describes the protesters as a swarm of bees. So it's a comparison of the two. The second one uses figurative language.
