So basically, the decision was that navigation falls within the domain of the congress when it comes to debating interstate commerce legislation. An effect of it was that suddenly the states had to accommodate their own laws regarding harbors and commerce in harbors according to what the congress deemed was legal or was not legal and many had to change their state laws to fit this.
