The equation of a circle is (x-h)^2+(y-k)^2=r^2, where (h,k) is the center and r is the radius. Our equation will be (x-3)^2+(y+2)^2=25 (remember to always square the radius).

The center is the (h, k) where h is the x and k is the y.  The equation for a circle is (x-h)^2 + (y-k)^2 = r^2. So your h has a value of 3 and your k has a value of -2, and your radius is 5: (x-3)^2 + (y+2)^2 = 25 is your equation.
