y = 1/2x + 6
slope here is 1/2. A parallel line will have the same slope.

y = mx + b
slope(m) = 1/2
(0,-2)...x = 0 and y = -2
now sub and find b, the y int
-2 = 1/2(0) + b
-2 = b

so ur parallel equation is : y = 1/2x - 2
