False !

If [tex]x=4:[/tex]

[tex] \sqrt{2(4)+1+3}= \sqrt{12}\\\\\sqrt{12}\neq0[/tex]

In fact, the true answer is [tex]x=-2[/tex]

[tex]\sqrt{2x+1+3}=0\\\\\sqrt{2x+4}=0\\\\2x+4=0\\2x=-4\\x=-2[/tex]
